Getting a decent audience with them seems to require more effort than simply walking up and addressing one, and unfortunately we are at their mercy in that regard.

I haven't ever seen any of them in person aside from at that one festival.

[They can come out to play stupid ribbon games but not to address important matters.]

I was able to make a request to meet Hel at her shrine, provided I placed an offering first. But I did meet her at the festival in order to arrange it.
