I would like to inquire on current options available for insuring infertility in pets. [Preferably methods that don't involve surgery.]
As far as I'm aware, my world has a sealing technique, but I'm not familiar enough with it to perform it myself.

There's hormonal treatments as a potential contraceptive aid... but for a number of reasons I don't recommend them. Same for drugs.
[Dosage issues and the fact metabolic toxicity could happen rapidly or build slowly, difficultly getting the cat to take them, difficulty in recognizing side effects (some are subtle and unless you know what you're looking for), increased susceptibility to certain disease states such as various forms of cancers...

I'm not sure how well it will work here in Luceti, but maybe if you tried disturbing the chakra flow to her uterus.

In humans, when a female gets a hysterectomy they leave behind her ovaries to keep hormonal balance. If all you're doing is disturbing the chakra flow to her uterus, it would basically make it shrivel up and die.

You would need precision and to be extremely careful, though. But again, I don't know how well that would work here in Luceti.
