Itachi is watching the scene... well, in the only way Itachi can watch anything nowadays... from outside the 7th Heaven. This is generally his preferred vantage point.
Whatever is happening, their 'hosts' would be responsible. Given their track record so far, it was doubtful that anything positive would come out of the experience. Those milling about looked just as lost as New Feathers, which meant a heavy amount of confusion.
